Once again let me state the obvious

Red means stop.
Not rest and go.
Not inch up into the intersection until it becomes green.
Thank you.

When they try to pull that off, I make eye contact (if they are not on their cell phones and not paying attention [likely]) and I give them the most withering stare I can put on my face.

Nothing will change until the police decide that they need to start enforcing traffic laws. It never ceases to amaze me the way that, in DC, you can run a redlight or blow through a stop sign right in front of a cop, and nothing happens.

We need a lot more tickets getting written, with points on people's licenses for this type of crap.

My least favorite are the drivers that enter an intersection when their light is yellow or even red.

The net effect is that they block the cross traffic, for which the light has just turned green. Then the cross traffic has to sit and wait for the blocking car to clear out before anyone can proceed. This causes major backups for many people every day. And why does it occur? Because one person is trying to cut corners and shave 40 seconds off of their own commute, not caring if it causes a major inconvenience for dozens of other people.
